The Verification Gap
An Independent Audit of the U.S. Military Transition Ecosystem
Abstract
Each year the United States returns between 148,315 and roughly 200,000 service members to civilian life — the federal sources disagree by 26% and none reconciles them — through an ecosystem Congress has legislated and funded piece by piece: a mandated occupational crosswalk to translate military skills, a credentialing apparatus, an internship marketplace (SkillBridge), and a mandatory transition curriculum (the Transition Assistance Program). The Government Accountability Office has reported on this ecosystem at least ten times in nine years and has verified almost none of it. This audit does, using only public data, the government's own binding instructions, and receipt-grade evidence: every figure traces to a committed source file or a cited public record, and the correction log is published with the paper. The crosswalk members are told to trust was last quality-reviewed in 2014; of 48,042 Air Force specialty-to-occupation links, 0.51% have ever been human-reviewed, and a systematic comparison of every specialty's published training standard against every civilian occupation's task statements finds the median offered occupation ranks 75th of 922 on task similarity, with 42.6% outside the top 100 and 90.9% of offers identical across skill levels. The SkillBridge marketplace advertises 11,532 positions behind which no enumeration exists; its own export instrument cannot produce one. Since August 2024 every provider warrants a 75% qualifying-offer rate that no federal dataset can verify, while members on full military pay supply an estimated $316–732 million per year of labor, for up to 180 days each, to hosts who pay nothing. Access collapses by rank and branch even as it goes unverified, and the market follows employer demand rather than member need. The audit closes with the Freedom of Information Act requests, correction requests, and statutory changes that would make each layer verifiable.
